The easiest routes: no permit, no income test or a low floor
2 countries need no permit at all. Georgia lets citizens of 94 countries stay a full year under Ordinance No. 255, and Armenia lets visa-free nationals stay 180 days a year, per its Foreign Ministry. 5 permits ask for no income: The Bahamas' BEATS permit, Paraguay's temporary residence, Thailand's DTV, Uruguay's nomad identity sheet and Argentina's nomad residence, though Thailand wants a bank balance instead and Argentina takes only nationals who need no tourist visa.
10 more countries set an income floor of $3,000 a month or less, most of them through a digital nomad visa. Above that, 11 sit between $3,000 and $5,000, and the last 17 either ask for more, state no floor, or admit a remote worker only as a business owner or investor.
Easy to enter versus easy to be taxed there
Works
You take Paraguay's temporary residence, which asks for no income, and spend 150 days a year there. More than 120 days makes you tax resident, so you can show your old country where you now pay tax.
Fails
You live on Georgia's visa-free year but travel most of it, ending with 150 days in Georgia. You never reach its 183-day test, so no country certifies you as resident, and your home country keeps taxing you.
Getting a permit versus becoming tax resident
The permit is the ticket in; the day count decides where you pay tax. Most countries here use 183 days, but some are faster. Switzerland treats you as resident after 30 days with gainful activity, Cyprus after 60 days under its special rule, the UAE after 90 days with a permit and a home under Cabinet Decision No. 85 of 2022, and Paraguay presumes residence after more than 120 days under Law 125/1991.
In The Bahamas, the Cayman Islands, Antigua and Barbuda and St Kitts and Nevis there is no personal income tax day test to pass, so the permit is what counts. Mexico and the Philippines have no day count either: residence follows your home and your intentions, which makes the move itself the test.
Keeping the permit has rules of its own, separate from tax. Monaco's permit is for people who live there more than 3 months a year, a Swiss permit lapses after 6 months abroad without deregistering, and Paraguay's permanent residence ends after more than 3 years of unjustified absence under Law 6984 of 2022. Mexico's temporary residence has no minimum stay at all.
A light stay rule can leave you resident nowhere
Andorra's nomad permit asks for only 90 days a year, but tax residence there needs more than 183 days or your economic base in Andorra. Spend 100 days there and the rest travelling, and Andorra will not treat you as resident, while your home country, which never saw you leave properly, keeps its claim on your whole income.
Routes for founders, the self-employed and investors
Where no nomad or income route exists, the easiest door is a business permit. Serbia's sole trader permit runs up to 3 years under the Welcome to Serbia portal, the UK's Innovator Founder visa needs an endorsed business, Switzerland admits the self-employed only where it serves the economy, and Antigua and Barbuda wants a work permit plus a registered business. Monaco asks for a home and a Monaco bank's reference instead of a set income.
Investment routes sit at the bottom of this list because they need capital rather than income, and golden visa countries rank them by the amount. They suit people who have money to place and want permanence more than a light entry test.
Before you choose the easiest route
- Check your passport is eligible: Argentina, Czechia and Georgia all limit their routes by nationality.
- Read how the income test is measured: gross or net, which months, and whether savings can replace it.
- Check that the route allows your work: foreign clients only, freelancing, or a job with a local employer.
- Line up the extras many routes ask for: health insurance, a lease and a criminal record certificate.
- Decide whether you need tax residence in the new country, and check its day count before you book.
- Tell your home tax office when you leave for good and file the departure-year return.
Easy residency in a low-tax country
An easy door and a low bill overlap more than you might expect. The Bahamas, Paraguay and Georgia rank near the top here and all 3 are low tax countries, where a remote worker pays 25% or less on $100,000 of revenue. Of the 5 countries with no income tax, The Bahamas is the easiest to enter, and the UAE follows at an income of $3,500 a month.
How this list is ranked
Each country gets access points out of 20 from its easiest route for a remote worker with no local job, the same measure the Nomad Tax Index score uses: 20 for a visa-free stay or an income floor of $3,000 a month or less, 15 for a floor up to $5,000, and 8 for a higher floor, no stated floor, or a route open only to business owners and investors. Within each group the lower income floor ranks first, then fewer days needed for tax residency, then the name.
David's note
I would rank these by where you can prove you live, not by how fast the paperwork goes. A permit that asks for nothing is easy to get and just as easy to be challenged on later. Pick a route you can hold for years, spend the days its tax test needs, and keep the certificate that shows it.
